Commission of Inquiry on Tigray Genocide
Commission of Inquiry on Tigray Genocide (CITG) is established with a steadfast mission: to rigorously study, investigate, and meticulously document all forms of Human rights violations, damage and losses brought by the genocidal war inflicted upon the people of Tigray.
In pursuit of its noble mission, the Commission has established six specialized research centers, each tasked with probing distinct facets of the devastation. The six centers have been collecting data via a general damage assessment process (or census-based assessment), investigation, Key informant interviews, and secondary data.
Mission
To conduct scientific research on the comprehensive damage inflicted on Tigray and its people due to the war, including human rights violations, gender-based violence, socio-economic destruction, social services and values, infrastructure, and natural resources and the environment. The Commission collects and documents internationally recognized and reliable data and uses it for the benefit of the people of Tigray.
Objectives
- Collect and document reliable data on key aspects of international crimes, including genocide, and provide evidence to support legal proceedings against perpetrators.
- Investigate the extent and impact of genocide in Tigray, including economic, social, infrastructural, and environmental damages.
- Use damage assessments to inform and guide rehabilitation and reconstruction efforts in Tigray.
- Record the history of the genocide to educate future generations and prevent its recurrence.
- Serve as a reference for researchers and others interested in further studying the genocide in Tigray.

Six Specialized Research Centers
- Research Center for Human Atrocity
Studies crimes of killings, massacres, torture, injuries, disappearances, displacements, and psychosocial problems. - Research Center for Gender-Based Violence
Studies widespread instances of weaponized sexual and gender-based violence. - Research Center for Economic Damage
Studies socio-economic damage to commerce (trade and services), industry, agriculture, finance and revenue, livelihoods of households, and public administration and governance. - Research Center for Social Services and Values Damage
Studies damage to education, health, heritage and religious assets, and social institutions. - Research Center for Natural Resource and Environmental Damage
Studies damage to soil and water, the environment, wildlife and ecotourism, livestock, and forests. - Research Center for Infrastructure Damage
Studies damage to energy, water, sanitation and hygiene (WASH), municipalities, transport, and information and communication technologies.
